Advanced Operative Unit for Human Resources

The Unit supports the Authority Management, as for organizational development strategies and personnel policies.

It oversees the optimization of work organization and verifies the appropriate use of human resources. It ensures the fulfillments pertaining the management of personnel, as far as legal and administrative treatment is concerned.

It manages and updates the archive of personal files and of the documents related to personnel management.

It performs the legal procedures pertaining the management of the personnel with flexible and independent contractor contracts (equivalent).

It manages the implementation of contracts and the attendance/absences recording system.

It superintends and ensures all the fulfillments pertaining the management of employees and independent contractors, as for:

• economic treatment (salaries; salary-backed loans; additional professional services; accounting for bonuses based on performances and on collective productivity, and for management and organizational positions salaries); contributory treatment (calculations for I.N.P.S. payments, retirement contributions, T.F.S. and T.F.R. severance pays contributions); I.N.A.I.L. insurance treatment (reporting of accidents and annual notifications);
• social security treatment (retirement procedure, pension calculations);
• fiscal treatment (form 770 and C.U.D. preparation).

It manages the legal and economic status of employees, from recruitment to termination of employment. It manages public recruitment competitions procedures and recruitments in general, as well as the relations with trade union organizations. It defines and manages contractual funds. It manages the administration of the intramural private practice performed by healthcare management personnel, by means of the designated division.
